PULSE Project Request for Expression of Interest – Individual Consultants
Project Management Unit (PMU), Board of Revenue, Government of the Punjab has invited Requests for Expressions of Interest (REOI) for hiring individual consultants under the Punjab Urban Land Systems Enhancement (PULSE) Project, IDA Credit No. 7041-PK. This project is being financed by the World Bank and aims to strengthen urban land systems in Punjab. Experienced candidates are invited to express their interest for consultancy services in creative and media-related roles. The hiring will be carried out in accordance with World Bank Procurement Regulations for IPF Borrowers, and interested individuals must demonstrate relevant qualifications and professional experience as required for each position.
Education and Eligibility
For the position of Graphic Designer, candidates must hold a Bachelor’s degree (14 years of education) in Arts, Graphic Design, Visual Communication, Fine Arts, Multimedia Design, or an equivalent qualification. A minimum of three years of professional experience as a graphic designer is required, preferably in development or public sector environments. Proficiency in industry-standard design software such as Adobe Creative Suite including Illustrator, Photoshop, and InDesign is mandatory.
For the post of Non-Linear Editor, applicants must possess a Bachelor’s degree in Media Studies, Film and TV Production, Mass Communication, or a related field. At least three years of professional experience as a non-linear editor is required, along with proficiency in Adobe Premiere Pro, After Effects, Final Cut Pro, DaVinci Resolve, or equivalent software.
For the Videographer position, candidates must have a Bachelor’s degree (14 years of education) in Media Studies, Journalism, Film and TV Production, Mass Communication, or a related discipline. A minimum of three years of professional experience as a videographer is required, with proven skills in handling modern video recording equipment and cameras for video production and photography.

پراجیکٹ مینجمنٹ یونٹ (PMU)، بورڈ آف ریونیو، حکومتِ پنجاب نے پنجاب اربن لینڈ سسٹمز انہانسمنٹ (PULSE) پراجیکٹ کے تحت انفرادی کنسلٹنٹس کی خدمات حاصل کرنے کے لیے اظہارِ دلچسپی طلب کی ہے۔ یہ منصوبہ عالمی بینک کے مالی تعاون سے جاری ہے اور اس کا مقصد پنجاب میں شہری زمین کے نظام کو بہتر بنانا ہے۔ اشتہار کے مطابق تخلیقی اور میڈیا سے متعلق شعبوں میں تجربہ کار افراد سے درخواستیں طلب کی گئی ہیں۔

اشتہار کے مطابق گرافک ڈیزائنر کی 02 آسامیاں، نان لائنر ایڈیٹر کی 02 آسامیاں، اور ویڈیوگرافر کی 02 آسامیاں دستیاب ہیں۔ یہ تمام آسامیاں PULSE پراجیکٹ کے تحت کنسلٹنسی بنیاد پر فراہم کی جائیں گی۔

دلچسپی رکھنے والے امیدوار اپنا اظہارِ دلچسپی ہارڈ فارم میں جمع کروائیں۔ درخواست کے ساتھ سی وی، تعلیمی اسناد، تجربہ سرٹیفکیٹس اور شناختی کارڈ کی تصدیق شدہ نقول منسلک کرنا ضروری ہے۔ درخواستیں 15 جنوری 2026 کو صبح 11 بجے تک متعلقہ دفتر میں پہنچ جانی چاہئیں۔ انتخاب کا عمل عالمی بینک کے پروکیورمنٹ قوانین کے مطابق کیا جائے گا۔
